Had primary responsibility for mapping, describing, and evaluating information flows related to technology issues, and for needs requirements. These requirements included functional, reporting, management, and data requirements.
Project Director for evaluation and technical assistance project to twelve "Special Education Projects" funded by the New Mexico Legislature. Performed summative and formative evaluations from interviewing and analyzing participant staffs. Developed technical assistance from evaluation models from the State Department of Education.

Developed a Human Resource Planning Model for forecasting manpower needs from analysis of Employee Information System as Member of the Employee Profile Review Group. Trained staff and supervisors in the area of performance evaluation tools and measurement criteria as well as interviewing skills and leadership training.

Wrote the "Strategy Paper for Social Profile Analysis", the "Program Area Coordination Analysis", the "Social Profile of Albuquerque", the "Day Care Needs Report", and the "Poverty Indicators in Albuquerque".
